Former Haryana Chief Minister Om Prakash Chautala, his son Ajay Chautala, two IAS officers and the then political advisor to the CM are among the 62 persons chargesheeted by the Central Bureau of Investigation for alleged involvement in the eight-year-old Junior Basic Trained teachers’ appointment scam.
After a four-year-long probe, the chargesheet was filed in the court of CBI Special Judge in Patiala House Courts after the agency had filed an FIR on May 25, 2004, following a directive from the Supreme Court.
IAS officers Vidya Dhar (the then Officer on Special Duty to the Chief Minister), the then director of primary education Sanjiv Kumar, and political advisor to Chautala Sher Singh Badshami were also chargesheeted. The case came to light through a writ petition filed by Sanjiv Kumar.
In its chargesheet, the CBI claimed that the probe had “conclusively” established that the interview lists produced by Kumar before the Supreme Court were original, on the basis of which appointments ought to have been made. However, the appointments of 3,032 teachers were made on the basis of fraudulently prepared second lists.
Investigations established the manner in which the second lists were made by calling the chairpersons and members of the district-level selection committees of 18 districts to Haryana Bhawan in Delhi and a guest house in Chandigarh, where the modalities were worked out.
